2016年11月に発足した「北東アジアの平和と安全保障に関するパネル（PSNA）」の第3回会合は、2018年5月31日（木）～6月1日（金）にモスクワ（ロシア）で、⾧崎大学核兵器廃絶研究センター（RECNA）主催、パグウォッシュ会議、ロシア科学アカデミー幹部会下パグウォッシュ会議、モスクワ国立国際関係大学（MGIMO大学）、世界経済国際関係プリマコフ国立研究所（IMEMORAS）の協力の下に開催されました。会議には、パネルメンバー11名（米国、ロシア、中国、韓国、日本、モンゴル、オーストラリア）にくわえ、地元ロシアの専門家多数と北朝鮮大使館からの参加者2名、日本大使館から2名を合わせて、総勢57名の参加を得ることができました。

5月4日（金）、ブガイスキ議長（ポーランド）が冷静に「閉会」の宣言をすると、議場でも静かな拍手がおきて、2週間にわたる2020年核不拡散条約（NPT）再検討会議第2回準備委員会が終了した。はたして、2020年のNPT再検討会議に向けて、大きな成果はあったのか。残された課題は何か。日本は「橋渡しの役割」を果たすことができたのか。サイドイベント等の情報を含めて総括した。>>続きを読む
2020年再検討会議第2回準備委員会は、いよいよ4日に最終日を迎えた。本会議ではすべての議論を終え、議長による会議の概要報告が採択にかけられた。すでにブログで報じているように、本会議での議論は低調で、特に大きな成果が見られないが（総括は別途ブログ最終回で紹介）、会期を通じて開催されている「サイドイベント」（政府やNGOが主催して特定のテーマで発表や意見交換を行う）は、なかなか盛況である。筆者は、会議後半だけの参加であったが、注目されるサイドイベントについて紹介したい。>>続きを読む
