PSNA Mission Statement

The Research Center for Nuclear Weapons Abolition, Nagasaki University (RECNA) established the Panel on Peace and Security of Northeast Asia (PSNA) in November 2016 and has since served as its secretariat. This document sets forth PSNA’s renewed objectives and future operational guidelines.
1. Purpose
RECNA’s current mission includes:
(1) advancing research and policy recommendations that contribute to the construction of a global security framework not dependent on nuclear deterrence, as well as to reducing the risk of nuclear use and promoting regional denuclearization in Northeast Asia; and
(2) contributing, in line with Nagasaki University’s emphasis on planetary health, to the global risk domain—particularly with respect to issues related to nuclear weapons.
In pursuit of these two missions, PSNA serves as an advisory body to RECNA and provides advice upon request. Such advice may be delivered either orally or in writing.
2. Composition
PSNA is composed of experts with extensive knowledge of peace and security issues across Northeast Asia and other regions. The selection and replacement of members shall be determined by RECNA. No fixed number of members is prescribed; the size of the panel shall be determined by RECNA as necessary.
3. Meetings
RECNA shall convene PSNA as necessary. In principle, at least one meeting shall be held each fiscal year. Given that the panel consists of experts from diverse countries and regions, meetings will, in principle, be conducted online.
4. Research Activities
As noted above, PSNA serves as an advisory body to RECNA with respect to RECNA’s missions (1) and (2). At the same time, where appropriate, PSNA may, on the basis of its own advice, propose specific research initiatives to RECNA, either to be undertaken by PSNA members or involving PSNA members. Such initiatives shall be conducted in conjunction with PSNA’s primary advisory role, and decisions regarding their adoption shall be made by RECNA.
5. Term and Secretariat
The forthcoming phase of PSNA shall operate for a three-year term, which may be extended upon agreement within RECNA. RECNA shall provide administrative and operational support for PSNA.
Note: Since its establishment in November 2016, PSNA1 and PSNA2 have completed their respective terms. The next phase shall operate as PSNA3.
